Why “Telecoms-Ready” Sites Are Now a Developer Responsibility - Not Openreach’s

ASK4 1861 New Sites Blog and Socials2

For years, many new-build developments assumed that telecoms ducting and site boundary connections would be resolved later, often by Openreach, often at no direct cost.

That assumption no longer holds. Today, unclear responsibility for telecoms site enablement is one of the most common causes of late-stage connectivity delays, rejected connections, and costly rework on new developments.

The problem we’re seeing on new builds

As build programmes progress, telecoms enablement is frequently left undefined or assumed to be covered elsewhere – often with the expectation that Openreach will provide or resolve it later. The result is familiar:

  • Delays caused by waiting for Openreach, only to discover the service isn’t included or won’t be provided

  • Non-compliant or incomplete ducts and chambers

  • Missing or rejected site boundary connections

  • No clear handover point to the public network

  • Costly rework late in the programme

By the time these issues surface, options are limited and pressure on programme, cost, and stakeholders is already high.

Why this keeps happening

Civils works are often delivered to construction specifications, not telecoms validation standards. While ducting may be installed, it is not always designed, verified, or delivered to Openreach and PIA standards, and main contractors cannot connect sites into public network infrastructure. That gap between “installed” and “connectable” is where projects stall.

What ASK4 New Sites does differently

ASK4 New Sites removes this risk during construction, not after it.

We design and verify site ducts and chambers, and build site boundary link-up connections to Openreach, PIA and ASK4 standards - creating a proven, compliant pathway from the building to the external telecoms network. That means when fibre installation is required, the site is actually ready, not theoretically ready.

What this delivers in practice

  • Compliant ducts and chambers, built early in the programme
  • Pre-built link-ups ready ahead of fibre installation
  • Clear site boundary and ownership definition
  • Reduced risk of rejected connections
  • A clean, documented handover point to network providers

Why this matters to different stakeholders

Developers and Owners
Early telecoms enablement reduces build-phase risk, avoiding late-stage remediation, delays, and disputes.

Contractors and Civils Partners
A clear, compliant design and boundary definition simplifies coordination between trades and removes uncertainty around telecoms responsibility.

Operators
Sites are genuinely ready for fibre installation and network activation at handover, supporting smooth mobilisation and opening.

In Summary

Openreach no longer provides a catch-all solution for site enablement. If telecoms readiness isn’t addressed early, the risk sits with the development. ASK4 New Sites ensures it’s done properly - first time.
